system restore utility

hello
i messed folder security rights complitely.
will system restore utility fix the problem? does it restore fundemental
security rights?
wich utility would do that better: windows system restore or norton ghost?
probably since it is a microsoft forum the answer will be windows system
restore, but i would like to know the truth
