System Restore not working

In the past, I could use Start, Programs, Accessories, System Tools, Restore
and set a new restore point or stepback to a previous point.
I felt I should be setting a new point BEFORE installing a new program, when
I click on the normal procedure, when I click on Restore, the system doesnt
react, open a new window with the restore screen. It just ignores it.
What could be the problem?

This could be due to certain firewall or ghosting programs. Try system
restore from Safe mode, or try from command prompt:
