I have an external hard drive (divided into 2 partitions, both formatted
NTFS) connected to my laptop by USB 2.0. I'm running XP Pro SP2.
Virus/spyware/etc. free.
I've repeatedly set System Restore monitoring off on the two partitions on
the external drive, but it consistently turns itself back on after reboots
(maybe after other events, such as disconnection and reconnection, I haven't
found a pattern). I always "Safely Remove" the drive before unplugging it.
Restore is disabled on the drive as described on this page

Yet after a while it switches back to "Monitoring."
Any ideas why this might be happening and how to prevent it?
