System Restore eating up all my memory (40GB of 55GB)

I had selected to limit system restore to the maximum (12% or roughly
6000MB), yet it had taken up almost all of my memory (40 of 55GB)...I had to
turn it off then on again to free up space on my hard drive...it worked but
now it's starting to do it again...what do I do?
