System Restarts Help!!

Over the last few weeks I have noticed that when I restart my system it
starts up and loads the DELL BIOS screen and then the computer restarts
again and I get the message "We apologize for the inconvenience" blah blah
and I then select Start Windows normally and it's ok, it doesn't happen
everytime just 50% of the time.
I have already formatted and reinstalled Windows again, ran memory and HDD
tests all reported ok.
What could be doing this?

After close inspection of the motherboard I see 6 capacitors on the left of
the cpu socket are swallow and leaking so I guess that is my problem, how
would one apply thermal grease to the cpu before applying the heat sink? do
I apply a ball of grease the size of a pea to the cpu and apply the heatsink
or apply it to the cpu and spread it out even, covering the cpu before
applying the heatsinik?

Thanks Joe, interesting reading, Dell is going to send out another MB from a
different batch, if that makes any difference!!
