system requirements

Can I use a pentium II, 350 mhz. with Microsoft Visual C# .NET Standard
2003?

Minimum says pentium III 600 MHz. Why would it matter?
 
The important thing would be if you have either
Windows XP Pro, 2000 or 2003 installed for the
..net framework to work in.

On the packaging it said minimum 450Mhz.
 
Thanks for your answer. I have Windows 2000 Pro SP4 but only 350Mhz. I will
see what happens.
