System Process runs at 100% all the time

In the taskbar, System is running constantly at 100% and
causing my system to lag.

It is NOT the system idle process.

I read somewhere that it could be caused by the latest
security updates (and this started happening right after
I downloaded the latest security updates) so I
uninstalled them. This didnt work.

However, the System process runs normal in safe mode.

Any help would be appreciated.

Ctrl Alt Delete should give you some information as to what is running and
using all the resources.

I know this already, and SYSTEM is what is using 100% of
my CPU. I have gone to services and halted each service 1
by 1 to determine what service was using SYSTEM and this
didnt work, the SYSTEM % never went down no matter which
service I halted.
