System Inconsistencies

My computer - running XP - was advertised as having 256 MB RAM and the
processor a 2800 + 1.6 Ghz, but wehn I click on the systme properties it
says "800 MB RAM & 2800 + 800 Mhz". I phoned the company and they said it
was due to the software programs installed and said all computers show this
inconsistency. I checked my other computer I have and it also has
inconsistencies. Why is this and if so, does this mean you're not actually
purchasing computers based on what's advertised?
