System Idle process at 90%+

I am running win2000 SP4 and it is extremely slow. In the task manager the
system idle process CPU time is around 90% and stays that high.
I have scanned for viruses and found nothing. I tried starting up in safe
mode but even in safe mode the system idle process is still over 90%.
Any suggestions on what I can do to find the problem?

system idle 90% = my pc is doing next to nothing.

Break out a dictionary and look up the word "idle," sometime. ;-}
The "System Idle Process" metric is the amount/percentage of time that
your CPU has nothing to do. A reading of 98-99% is generally
considered a good thing, and readings above 90% are normal. Think of
it like a car's engine idling in your driveway before you place the
car in gear.

Has it ever run more quickly? Processor, RAM and free HD space figures,
please. What task is using the other 10% of the processor? Is it
accessing the HD a lot?

On my system IEXPLORE.EXE is usually using the remaining %
and mine was quite a bit faster prior to SP4.
Now the computer just sits there "idle" rather than doing something.

To use the previous "car" example, it is like the car is idling, but the
light is green and your foot is on the gas.
