system freeze when trying to reboot

I am having trouble turning on the firewall and when trying to reboot
system just freezes stating shutting down so I have to reset. Is there
anyway of fixing this problem and the firewall is reading dut to an
unidentified problem windows cannot display the firewall settings.

For the firewall problem is a 3rd party firewall installed as well?
