System Error 1326 has occurred in Windows 2000

Trying to map a drive in a workgroup using this syntax:

net use \\192.168.1.180 /u:administrator
System error 1326 has occurred.

Logon failure: unknown user name or bad password.

The password is correct, and I can access it locally.
