system administrator help urgent

can someone plz plz plz plz plz help me!!! whenever i want to download
something or anything like that my computer always says "please contact
your system administrator". so ilog on as user and it just won't work.
for example i click internet explorer and it will have the little egg
timer for about 5 seconds then it will just go back to normal. but
internet explorer won't appear. sometimes if i try it with my computer
or control panel it will do exactly the same thing but after a couple
minutes it will appear. what i have allready tried is trying to get me
as part of the sysem administrator group so i could download stuff
without going to all the hassle but when i go onto user and then
control panel and then user accounts. after that i click on change an
account. a blank box will appear saying user accounts on the top. when
i move the mouse inside the box it will show the little eggtimer. i can
wait there for about an hour with nothing happening. so i click the "x"
button and it says end progam. it is the same with the internet if i
can finally get it going. so can someone plz plz plz help me
urgently!!!!!!!!!!!!
 
My first thought is that you have too much starting up with Windows and/or
you have spyware. Try stopping some of the programs from starting when
Windows starts. Do this by pressing START then RUN and type msconfig. Go to
the startup tab and stop many of the programs from starting when Windows
starts. I usually only have my antivirus and spybot starting with Windows,
but you may have others that you want to run.

Second thing to try:
Have you tried starting in safe mode, loggin on as administrator and joining
your username to the administrators group? Press F8 during start up to be
able to choose to go into safe mode. When you get to the screen to choose
which user you want to log on as, press CTRL ALT DEL to get a logon screen
where you can type a username and password. Try logging on as administrator
with no password.
