i have this file running and wont let my icons show and
also wont let my restore function work correctly. is this
a virus? can i delete it?

It appears to be a part of some program called PC Power Scan. Following
the google links, I'm not finding very nice things being said about
about that program.... May want to peruse a few of those and, if you
have this installed, make a decision to keep it or toss it.
