Sysprep removes NIC?

Over the years, I've occasionally had trouble with sysprep removing
network cards. It doesn't always do it, just sometimes.
I've never been able to narrow down exactly when it might or might not
remove a NIC.
I've tried searching for more in-depth documentation on what sysprep
actually does behind the scenes, but I can't find anything.

Does anyone know if there are any rules as to when syprep is meant to
remove a network card?
