sysprep.inf being ignored

Hello
I have just prepared a PC with Windows XP with SP2 and latest updates. I
then installed MS Office, all the packages etc.
I downloaded the latest sysprep (2.0) , prepared the sysprep.inf and left
the sysprep folder in the root of C drive.
After I did a reseal, the sysprep.inf is being completely ignored. I get the
welcome screen, the EULA page (both of which I specifically asked to skip in
the inf), and all the other questions like Product Key, administrator
password etc.
I read somewhere that sometimes this can be solved by deleting the
$winnt.sif file in the system32 folder, but that didnt work either.
Please HELP!! I have done this before and am at a loss as to why this could
be happening.
