sysprep and syskey

I ran sysprep.exe on an XP Pro sp2 system partition that has syskey (startup
passphrase) enabled. The option selected for sysprep was "mini setup".

There seems to be a connection I do not understand between syskey and the
SIDs that prevents (at least part of) the registry from being modified when
the SIDs are changed. When I reboot (to test), syskey prompts for and
accepts the startup passphrase. Mini setup starts, and then pops up a
message saying it must shut down. This same problem occurs whether the admin
password is blank or not:
