sysprep and pre-activated windows

Hello,

I am running sysprep on an already-activated version of
windows XP. In the sysprep window I check the boxes "mini-
setup" & "pre-activated" and I then "reseal" & restart.
Everything is going fine (I go through the mini-setup
getting the info from the .inf file etc) but windows
appears "non-activated". Why is this? Am I missing
something in the config? Do I have to explicitly state in
the sysprep.inf that windows are already activated? I
haven't found a corresponding var for this.
