sysdown.exe used up 99 % of CPU in windows 2000

The sysdown.exe in the Windows 2000 server used up 99% of
the CPU time all the time when the Windows 2000 server is
up.

Please advise what is the possible casued and explain what
is the function for sysdown.exe.
