Is there a capability to be and do systam administration
from one account on Win XP Home? Such as installing a
program and having it run for all accounts?
Accessing 'msconfig' for each user?

Any account that is a member of the Administrators group
can admin the XP machine.
For a list of these accounts, while logged in, open cmd and run
net localgroup administrators

Making an account "run" in every account would involve
placing its launcher into the Startup folder of the All Users
profile, while making it available to be used by any account
would involve placing its launcher link elsewhere in the
Start Menu or the .\Desktop folder of the All Users profile.
Some applications need tweaking in order to run as a non-
admin account, so that may be an extra step due to the (lack
of) quality in that specific application.
