Synchronize Startup Scripts

I am trying to synchronized startup scripts so that they complete
before it displays the Logon Window. If I reboot and wait for a while
the startup script runs fine. I I try and login right away, the
startup script (which simply displays a message) appears not to run bu
actually becomes visible when I logoff. I know that the startup
scripts run under System and apparently talk to a different desktop
(as evidenced by the fact that my message is only visible once I log
off).

I have tried playing with the group policy to run startup scripts
asynchronously but that doesn't work. It looks like it simply
syncrhonizes mulitple startup scripts. What I am trying to do is
syncrhonize the startup script with the logon procedure so that the
logon cannot proceed without the startup script finishing.

Anyone have any ideas?

If you just want to display a message, there's a GPO setting to display a
banner before allowing the user to login (The banner pops up and says "blah
blah" and the user must click OK before logging in). The setting is under
computer configuration -> Windows settings -> Security settings -> Local
Policies -> Security options, Message text/title for users logging in.

Thanks. I am aware of that but I want to do more than display a
message. This is just a test to see how it works. Ultimately, I want
to apply maintenance through the script. The main advantage is that
the startup scripts run under the user System so you don't have
permmission problems. Logon scripts don't work because they run under
the userid of the user logged on and our users are not Administrators.
