SYNC a Public with a Mailbox folder

Is there a way so that my public contact list syncs with everyone's mailbox
contact. I want to do this so that the office personnel that use Palm's and
PocketPC's know that they have the most current list. Or does Active Sync
do that yet. Seems kind of strange that this option has not been put into
handheld sync programs.
