The symbol that is entered in FrontPage is not the same as the one displayed on the web site example the copyright sign will show as a question mark.
 
Make sure you're using a standard font.

If you use the entity reference, it should be rendered correctly by all the
browsers. You will need to enter these in HTML (FP2002) or Code (FP2003)
mode.

I thought FrontPage would automatically convert symbols to their entitiy
reference, but I tried it in both 2002 and 2003 and it's entering symbols.
I'll mention this to the powers that be and see if we can get the behavior
changed in some future update.

Here's a couple common ones:
© - Copyright
™ - Trademark
® - Registered Trademark

Don't forget the semi-colon at the end, otherwise it won't work.

Depending on your newsreader, those samples may be automatically converted
to the symbols so you won't see what I entered. Here's a detailed list with
the samples I listed as well as many others:

if you want symbols like the copyright or trademark or registered trademark etc
then use Insert > Symbol. they should be listed there (depending on the font you
select).
