Symbols for annotating a text for elocution purposes

At present, in order to prepare a text for speech, I have to print it and
then hand write the elimination of letters (vowels for the most part) and
connection of words by hand. There are no symbols permitting the striking
through of letters in the standard Word, that I can find, at least. I also
would like to place dots or other notes above letters or short groups of
letters to indicate emphasis, etc.

Can anyone guide me as to where I can find any such feature?

An option to create strike-through formatting can be found on the Font
tab of Format | Font.
