Switchboard not working

Microsoft Access application migrated successfully from Access 97 to Access
2000 operating under Windows Me.

However, the application’s Switchboards fail to operate in Access 2003
operating under Windows XP Home SP2 edition. [ The application switchboards
work OK when run under XP Professional ! ]

Why do the Switchboards fail in Access 2003 under XP Home Edition SP2 ?

When Switchboard Manager is selected the error ‘Invalid procedure call or
argument’ is displayed.

Msjet40.dll Version 4.0.8618.0 Security Bulletin MS04-014 is installed,
SandboxMode=3

Check for missing references

Alt+F11 (Open VBA window)
Tools / References...
Look for the word Missing in front of any of the checked items.
