switchboard action button works for some users, not for others?

When action button is clicked on switchboard form to execute a report, it
works ok for some users, some users get error message "command not availble"
and some users nothing happens (no error message or execution of the report
the report the button is linked to)?

One possibility:

The other users do not have a Default Printer set up.
Set one up for them.

Second possibility:

They could have a problem with References.
Check them on the problematic machines.
