Switch User option disabled?

When I chose the switch user option nothing happens. The only way to switch
is to completely log off. I have tried by accessing the User Accounts, to
enable the Use Fast User Switching, but it won't allow me to do that either.
I don't know if this is what I needed to do, but I tried it anyways.

If that doesn't solve the problem:

1. Click Start - Run - type SERVICES.MSC
2. Check the following services, if they are stopped then double-click and
Start them:

Fast Users Switching
Remote Procedure Call
Terminal Services

Terminal Services was disabled and would not allow me to enable the fast
user switch. All is well now.
