swap file keeps moving

I have two partitions: One C with only about 800 megabytes left on it but
the other D of 748 meg, 740 of which is reserved for the permanently-sized
swap file and which I don't otherwise use for anything

Every few days I start getting an error message telling me I am running out
of memory and the system is going to have to increase the size of my swap
file. I then check and find that the swap position has defaulted back to the
C drive again: Which is going to cause problems because taking it's
recommended 384 meg out of it for the swap file is going to leave not all
that much left. (Plus it is not always all that convenient to change the
position of the swap file when in the middle of some work because you
obviously have to reboot when you do so)

What is causing this and what can I do to prevent the operating system from
moving the pagesys file back to the C drive all the time?
