I have currently denied it under Zonealarm Pro.

Should svchost.exe be granted net access?

I have currently denied it under Zonealarm Pro.

It supports some services that might need net access - notably Windows
Update and Time Sync. I recommend giving it access in ZA but *not* to
act as a server
