SUS, GPO's & Dial up Users

I'm using group policy to point clients to the correct SUS
server and get updates. It's working great exceot I have
one question about dial up users. It seems they are
getting the SUS updates and are receiving the GPO pointing
them to a SUS server, but I don't know why. I thought
GPO's didn't get applied over slow link's. I have the
slow link set at the default of 500 kbps. the dialup
users are connecting at 56kbs... Why would they be getting
this policy?

This appears to be a security policy, which will get applied across a slow
