SUMIF Question

There is no criteria, I just need to highlight as red if the person wa
suppossed to call that firm, but there are many many firms and the
differ from person to person. I am just looking for the genera
formula
 
There has to be some kind of criteria... how would the
spreadsheet know whether or not to highlight something?
