Use the following technique (assuming that your data
starts in cell A1):
Format --> Conditional Formatting...
Condition 1
Formula is =SUM($A$2:A$2)>650
Then Select the "Format" button to change the formatting
for values greater than 650. This will affect only cell
A2.
Copy cell A2
Highlight the rest of the cells
Edit --> Paste Special --> Formats
