HELP - I cannot get this formula to take, what am I missing in order for
spreadsheet to add days to workday and or skip holidays? Thank you

The formula is too incorrect to even guess what you want. Please tell us in
words.

You don't give nearly enough information to determine what you're trying
to do, much less what you're missing. What in your formula represents
"days", the "workday" to add days to, etc.?

A wild guess would be

=WORKDAY(E$8, $D7, Holidays!$C4:$C11)


but that's no more than a shot in the darkk.
