suggest name field greyed out

When I go to tools - options - email options - advanced, the box to suggest
a name in the to, cc or bcc field is grayed out. When composing email, no
matter how many times I send something to the same person, I always have to
type it in, or choose it from the contact list. How do I get it to "angry"?
