Suddenly I can send email but cannot receive it. There is no error

I have been using Outlook successfully for years, but now, after re-doing
everything on my hard drive a month or two ago, and re-installing, now
suddenly Outlook is balking. I can send email, but I can't receive it. I hit
Send/Receive and nothing happens. There is no error message.
When I test my connections within E-mail Accounts, they report successful
completion of all tasks, including connecting to the incoming email server.
Outlook 2003.
 
What type of account are you using?
Do you still see e-mails when you logon to the webbased version of your
mailbox?
Do you have a virusscanner that integrates with Outlook and does an incoming
mailscan? Disable this integration and try again.

Yes, when I go on the web my email is there. It just doesn't come into
Outlook.

I turned off Zone Alarm email scanning, but I still can't receive any email.

All I can think of now is to uninstall Outlook--or maybe all of Office--and
start over.

Any other suggestions?

Enable diagnostic logging and see if that helps you determine where the
problem lies.

I have enabled the logging. Here is the log I get:

I'm not familiary with this issue.

While I know what this means, I'm not sure it's relevant. Wait a bit and
perhaps someone else will chime in.
