Subsites won't synchronize

I have a website with lots of department subsites in which the individual
departments have permissions to edit their department web pages, calendars,
etc.

Is there any way to synchronize the main parent site and all subsites at
once?

Yes, open the parent/root web and then select to publish and include subwebs/sites.
