Subform doesn't display when recordset is empty

I have a subform that doesn't display when the subform recordset is empty. Is there a way to force the subform to display whether the recordset is empty or not? Why is the subform disappearing? Is there a display setting I am missing?

I am using Access 2003 to a SQL Server 2000 back end.
