Sub Titles

Instead of narration, I am trying inserting sub titles on selected clip or clips. I am using the Ticker Tape animation but would like to resolve two aspects:
a. Can I slow down the ticker tape only and not the clip. Currently it is a bit too fast to read comfortably?
b. Can I get rid of, or reduce the blank lead-in and end portions of the tape?
If resolution of above, not possible any ideas re sub-titles

You slow it down by pulling the trim handle to increase the text clip's
duration.
