Styles don't work from toolbar buttons

In Excel 97, when I click on the % button on the toolbar to format a cell, I get the error message, "Style "percent" not found." Any help would be appreciated.
 
You can either create it manually (via format|style...)

or you could merge it from a workbook that has it the way you want.

Try creating a new workbook. Then select your troublesome workbook and
Format|style|merge (from that new workbook).
