stuck in safe mode-ish

I noticed my computer was running a little slow, and, without reading, i set
my computer to diagnostics boot and followed it with an error check. Now, my
PC is stuck in a "safe Mode" sort of mode where I can not use the internet,
can not adjust any sort of settings and programs will not load on boot.
Also, the Task bar stays as the basic Grey start bar, like from Windows 95.
When the computer actually rebooted, it told me i had to activate windows
becuase the hardware changed significantly. What can I do to have it go
back? I tried setting the boot to normal and that did not work.

System Restore should take you back.

Start -> Programs -> Accessories -> System Tools -> System Restore
