Stuck in Outbox

My messages have become stuck in the Outbox. I have found
that a stuck fax can cause this - however I haven't got
any faxes waiting. I also find that it can happen from
changing a message in the Outbox or the Draft Folder and
resending it. I have done that. I tried reinstalling XP,
and then a full repair of Office and reattaching the pst
data files. I have uninstalled Symantec Winfax Pro
(Manually - a normal reinstall crashed - Symantec admits
this is likely - what a rotten piece of software) and
looking up all sorts of sites. Knowledge Base Q257913
refers to a patch, but it has to be obtained by phoning -
presumably this takes forever.

Nothing works. Can anyone help - this is my livelihood.

One of the most common causes of this is a server timeout set too low. The
server timeout value is on one of the account's property pages.

I've had that happen when I try to send a reply from a email account that is different from the one that received the email.
