Stuck at Step 1 of WinXPe Tutorial

Step 1 of the WinXPe tutorial asks me to prepare a 2nd HD for installing XPe.
It also asks me to edit the boot.ini file of my computer so that I can boot
from the the 2nd HD.
Alas, my computer can only accept external HDs via USB (no additional
internal HD port).
How do I modify my boot.ini to allow booting from the external HD?

If the system can boot XPe from a USB flash disk, then I would set the BIOS
to boot from the USB flash disk as the first device, thus no need to change
the boot.ini of the development machine. You must use Feature Pack 2007 and
the USB Boot 2.0 component to boot from a USB flash disk.

As an alternative, you could use Virtual PC
(http://www.microsoft.com/windows/products/winfamily/virtualpc/default.mspx)
as a target.
