Strange punctuation problem

I've noticed a really weird problem on my XP Home system.

Full stops are regarded as commas whenever its a numerical
application. For instance, in excel if I type 4.32 on my numeric
keypad then Excel switches it so it says 4,32 and understands it as if
it was saying 4.32

Similarly I have a betting calculator software and the numbers work
the same there - not 3.6 but 3,6 is what it displays.

As such any csv files are now not comma separated as Excel for
instance is viewing that , as a decimal point and not a delimiter.

Finally, the full stop is being used in Excel as a date delimiter. If
I import something that is, say, 4.1 it thinks its a date (either 4th
Jan or 1st Apr).

I know a lot of these examples are Excel related but I am posting here
because given the issue with the calculator I used it is not just
restricted to Excel.

Also, I only really noticed this when XP SP2 was installed but that
may just be me being dozey. CSV files could be opened no problem
though before SP2 was installed whereas now they open but the first
cell will contain

John, Manager, 2000

instead of splitting it to 3 cells

Can anyone advise what the problem may be?

Click on Start > Control Panel (please put it in classic view, otherwise I'm
lost :p)... click on Regional and Language Options...click on customise and
see if you are able to change the options there to fix your problem
