Strange Problem

I've got a strange problem with our Windows 2000 server box.

When we try and go into Networking it does nothing, then we can't click
on anything in the task bar including Start button.

Also if we try and change a service e.g. from Auto to Disable once we
click OK or Apply the thing just hangs.

We then have to log off and back on to do anything. The server seems to
be OK as we can access our database and browse it over the network.

Any Ideas
