Strange Occurance trying to open and Excel Document

We have a very strange problem with Excel on 2 different computers in 2
different locations..

Computer #1- Can ONLY open Excel fiels by double clicking on the actual
excel document, It then opens Excel and you can view the file... You can save
the document but you cannot do a SAVE AS...

Computer #2- Can do only the opposite.. YOU MUST open Excel first the do
File Open Document to view it. Double clickin on the actual document only
opens up Excel on an empty book!

Any thought or help would be greatly appreciated!
What has been done on BOTH pc's: First a repair installation which had no
affect, and the a remove and reinstall which also had no affect..... Virus
scans have been run and systems are not showing any viruses with updated
antivirus..

This sometimes fixes the problem with #2 (double clicking):

Sometimes one of these works:

Tools|Options|General|Ignore other applications (uncheck it)

--- or ---

Close Excel (both instances) and
Windows Start Button|Run
excel /unregserver
then
Windows Start Button|Run
excel /regserver

The /unregserver & /regserver stuff resets the windows registry to excel's
factory defaults.

As for #1. What happens? Is the File|SaveAs command disabled?
If yes:
tools|customize|toolbars tab|select worksheet menu bar and click reset.
(you will lose any customizations you've made to that toolbar, though.)
