Strange new icon in Control Panel

A strange new icon has appeared suddenly in my Control Panel, and I haven't
done anything since last time I turned off the computer (maybe the other
Sysad did something, but I haven't been able to ask him... Anyway, I don't
know whether he can affect my Control Panel).

The new icon looks like a normal Folder Icon.
It has no comments or name in any Folder View.
It doesn't do anything; if I click on it, I get the message "This file has
not an asociated program to do that action. Create an asociation in the
Control Panel Folder Options".
I can cut it, but I can't move it anywhere.
I can delete it, but I don't dare doing so.
It looks like I should be able to create a Direct Link to it, but I cannot.
If I try to do so, I get the message: "Unable to create a Direct Link Icon.
Is the disk full?" (It isn't, I have 45.5 Gb from 60 Gb).

Any ideas?
