strange monitor problem

as the system boots everything on the monitor looks just fine. but as soon
as it goes into windows the screen and images turn 90 degrees so I have to
tilt my head. any ideas on how to reset the monitor back.
 
Maybe a setting in the graphics card software or the monitor itself? What
kind of card/monitor is it?
