Strange inability to have 100% inline frame height in Netscape 7

I've checked page, table, and cell properties. All I believe are set to 100% height, yet in Netscape, I get an inline frame of only 150 pixels (give or take a pixel). Oddly enough, the 100% width works fine. Could someone offer to take a look at the page?
