In our business we have an Active Directory estate. None of the group
policies we have set restrict the user from changing things such as sound
levels etc.

However one of our users who is a local admin on her machine, is having
major problems.

The pc keeps resetting its sound levels every time she changes them. Also
she keeps losing her mapped drive connections.
We also have softphones on each of the users machine, everytime she reboots
her machine or even just logs off, the pc loses its USB connection to the
headset.

Any ideas why this is happening.

It is a Windows XP SP2, brand new Dell GX520

If the settings are exactly the same as a workstation where everything
functions correctly, you could have hardware problems. Test the RAM,
motherboard, etc. or just call Dell and have them replace it.

This is a brand new PC jus tout of the box.
Plus this has now happened to 2 more machines. These are both brand new
machines. however one of them is a Dell GX280. So i dont think this will be
the issue.

"Brand new" is no guarantee that hardware won't be faulty. Generally if
hardware is going to fail it will do so pretty quickly. Since this has
happened to more than one machine, you will need to examine all the
software you have installed. If no software has been installed and
these machines are failing immediately out of the box, call Dell. I
don't know what "softphones" are, but since that isn't a standard Dell
or Microsoft component, I'd start troubleshooting there.
