strange file

I recently found a file named ~ and through further
investigation, I found out that it was a copy of my
address book. I understand that Windows could have
created it, but it was found in a directory that I
created for other files. Any ideas?

Thanks! I was just coming to that conclusion after
reading another user with the same question AND I saw it
appear on a pc that I'm setting up @ work.
