Strange - file missing OELACC.dll - any ideas

Hi,
could do with some help/advice please. I am running Win Xp svc Pk 2. When
I normally boot up the computer, if goes through it's checks and loads the
system ok no problems, now for some strange reason it keeps asking me to log
on and for a password, also when I try to open some programs I get the
message that the following file cannot be found OELACC.dll re-install it.
Don't have a clue what it is on about. Would appreciate any help please
guys and thanks
